Welcome to the Independent Lives 2024 Impact Report. Over the past year, we have continued to support thousands of disabled people, those with long-term health and social care needs, and their carers, empowering them to live independently and with choice.

This report highlights the impact of our work in 2024, showcasing the difference we’ve made in people’s lives and the wider community. Explore the stories, achievements, and progress that make Independent Lives an essential part of the health and social care sector.

As we look back on the past year, the trustees and I are filled with immense gratitude for the unwavering support and dedication of our staff and volunteers. We are extremely grateful for the commitment that has been the driving force behind our efforts to create a more inclusive and accessible society, ensuring that disabled people, those with support needs, and carers have the resources and opportunities they deserve.
Over the past twelve months, we have celebrated significant milestones despite economic challenges including developing, strengthening and expanding our support services, advocating for greater accessibility, and providing essential guidance on Direct Payments and independent living. Through our collective efforts, we have empowered individuals, strengthened our community, and made meaningful strides toward a fairer and more equitable society.
While challenges have certainly arisen, our resilience and shared vision have kept us moving forward. As we step into the year ahead, we remain steadfast in our commitment to inclusion, empowerment, and innovation. With your continued support, we are excited about the opportunities to further our impact, break down barriers, and create lasting change.

I’m delighted to share this update on the work of Independent Lives over the past year. For more than two decades, our staff and volunteers have been committed to enabling disabled people, those with long-term health conditions, and carers to live independently and with choice. Despite the ongoing challenges in health and social care, our dedication to supporting people remains unwavering.

2024 marked the final year of our current strategy, during which we have expanded our reach, strengthened our services, and continued to champion the voices of those we support. We have delivered high-quality Direct Payment support across West Sussex, East Sussex, and Croydon, helped more people to manage their care with confidence, and ensured that our care services provide compassionate, person-centred support in people’s homes.

Alongside this, we have worked on vital initiatives, including community research into the impact of the cost-of-living crisis on disabled people, strategic co-production with NHS England, and training for social care professionals. Every step we take is guided by our commitment to empowerment, inclusion, and ensuring that lived experience shapes our work.

As we look ahead, we are preparing to launch our new strategy, setting a clear direction for the future of Independent Lives. Our focus remains on growing our impact, adapting to meet the challenges ahead, and ensuring that everyone can live with dignity, choice, and control.

2024 in numbers

Every year, Independent Lives supports thousands of people through choice and control allowing them to live their lives independently. Last year was no different - take a quick look below at our impact through numbers.

We provided information and advice 7,934 times to 2,685 people.

We ran 504 adverts helping people recruit the best personal assistants to support them.

We received 3,486 applications for employment on behalf of Direct Payment employers.

We visited people to provide care 74,101 times allowing people to live with choice and control.

We processed 403 DBS checks allowing Direct Payment employers to safely employ personal assistants.

We processed 16,800 payrolls allowing Direct Payment employers to live independently.

Our research

During 2024, Independent Lives surveyed and interviewed disabled people and carers to understand how the cost-of-living crisis has affected them. What we discovered was a community struggling to manage their most basic needs. 

As a result of our research, we have found that disabled people and carers have been forced into making dire choices between heating, eating and care. We also found how few options there were for people, often contributing to them feeling trapped. People also told us how they were surviving but not thriving and how they were suffering from the consequences of the cost-of-living crisis, often with devastating impact on their mental health.

Our stories

At the heart of Independent Lives are the people we support. Behind every service we provide is a personal story of resilience, independence, and empowerment. In this section, you’ll hear directly from those who have benefited from our work, whether through Direct Payments, personalised care, or community initiatives. Their experiences highlight the real impact of our support and the difference it makes in everyday lives.

Lottie's story

Maxine’s daughter, Lottie, has complex needs, and finding the right support was a challenge. Through Independent Lives, Maxine was able to access advice and Direct Payment support, ensuring Lottie receives high-quality, person-centred care that enhances her independence.

Jay's story

Jay wanted greater independence in managing his care and, with support from Independent Lives, was able to take control through Direct Payments. Now, he employs his own personal assistants, allowing him to live life on his terms with the support that suits him best.

As a carer for her son, Debbie faced challenges in accessing the right support. With guidance from Independent Lives, she navigated the Direct Payment process, giving her family the flexibility and stability they needed to manage care in a way that worked for them.

Our strategy

As we conclude our 2021-2025 strategy, we take pride in the progress Independent Lives has made in supporting disabled people, those with long-term health conditions, and carers. Over the past four years, we have grown our services, expanded our reach, and continued to champion independent living in the face of ongoing challenges.

Supporting more people now and in the future through growth and efficiency

Over the past four years, we have expanded our services across Sussex, Croydon, and parts of London, ensuring that more people have access to the support they need. Our Direct Payment support services have grown significantly, meeting increased demand and providing vital guidance to thousands of individuals managing their own care.

Through digital transformation, including enhancements to our PA Pages platform and investment in cloud-based systems, we have improved efficiency and accessibility. These developments have allowed us to support more people while maintaining financial sustainability in an increasingly challenging funding environment.

Increasing the number of skilled and empowered Direct Payment employers and personal assistants

We have worked tirelessly to ensure that more people can confidently employ personal assistants and take control of their care. Our training and support for Direct Payment employers have empowered thousands to manage their responsibilities effectively, while our work with Skills for Care has strengthened training pathways for personal assistants.

In 2024 alone, we supported over 2,600 people through our Direct Payment information and advice helpline, an increase of more than 20% compared to the previous year. Additionally, our personal assistant recruitment support saw a surge in engagement, with nearly 80% more applications generated through our job advertising service.

Raising awareness of disability, independent living, and personalisation

Our campaigns and research projects have amplified the voices of disabled people and carers, bringing attention to key issues affecting their lives. Through our partnership with NHS England, we have played a leading role in co-production and peer leadership initiatives, ensuring that lived experience informs policy and service design.

We also launched the Friends of Independent Lives membership study, engaging with members to understand the challenges they face and advocating for meaningful change. Our work on the cost-of-living crisis has highlighted the severe impact of rising costs on disabled people, influencing discussions at both local and national levels.

Increasing independence through better care and support in our communities

Our Care and Support services have remained a lifeline for many, delivering high-quality, person-centred care that promotes independence. In 2024, our care teams provided over 74,000 home visits, enabling people to live with dignity and choice in their own homes.

We have also continued to develop our carers’ respite service, providing over 6,000 hours of support to help carers balance their responsibilities and wellbeing. Whether through home care, respite, or our hospital discharge support services, we have helped people remain independent for as long as possible.

Supporting the social model of disability to break down barriers

Independent Lives has always been driven by the social model of disability—recognising that it is society, rather than individual impairments, that creates barriers to inclusion. Over the last four years, we have championed this approach through our work, from enabling disabled people to recruit and employ personal assistants to ensuring our services remain user-led.

A key example of this advocacy is Tyler’s Story, our short film highlighting the realities of living with a disability and the importance of inclusion and independence. By sharing real experiences, we have challenged perceptions and encouraged a wider conversation about breaking down barriers in society.

Our volunteer and student placement programmes have also provided opportunities for disabled people to share their skills, increase confidence, and help shape our services. We have worked closely with commissioners to promote the value of third-sector organisations in delivering truly inclusive support, ensuring that the voices of disabled people remain central to decision-making.

Committed to living wages

During the last strategic period, Independent Lives became a Foundation Living Wage employer, ensuring that all staff receive fair pay that reflects the true cost of living.

Developed and launched PA Pages

Independent Lives launched PA Pages, an innovative online platform connecting Direct Payment employers with personal assistants, streamlining recruitment and access to training.

Became a Disability Confident Leader

Independent Lives achieved Disability Confident Leader status, reinforcing our commitment to inclusive employment and creating opportunities for disabled people in the workplace.

Expanded our reach into East Sussex

Expanding our reach, Independent Lives began delivering Direct Payment services in East Sussex, providing vital support to more people managing their own care.

Achieved 'Good' rating with CQC

Independent Lives achieved a ‘Good’ rating across all areas in its CQC-registered services, reflecting our commitment to high-quality, person-centred care.

Launched Friends of Independent Lives

Independent Lives launched Friends of Independent Lives, creating a membership community to amplify the voices of disabled people and carers while strengthening engagement and support.

Independent Lives is committed to supporting more people and ensuring that everyone has access to the care and support they need to live independently. As demand continues to grow, we will work to expand our services, improve accessibility, and develop new ways to meet the needs of those who rely on us.

We are currently developing a new strategy that will shape the future of Independent Lives, ensuring that we remain responsive, resilient, and impactful. This strategy will focus on reaching more people, strengthening our services, and continuing to champion independent living. By listening to those with lived experience, we will shape our work around what truly matters, supporting choice, control, and inclusion in every aspect of life.

The challenges facing health and social care remain significant, with rising costs, funding pressures, and increasing demand placing strain on services. We recognise the need to be adaptable, proactive, and innovative in how we respond. By strengthening our partnerships, improving efficiency, and investing in digital solutions, we will continue to provide high-quality support while making the best use of our resources.

Our focus will remain on being a user-led organisation that champions independence, choice, and inclusion. We will listen to those we support, advocate for change, and work tirelessly to remove barriers that prevent people from living the lives they choose. The future will bring challenges, but it also brings opportunities to grow, to improve, and to make an even greater impact. Together, we will ensure that Independent Lives continues to be a vital source of support for years to come.
